ITP
The Intensive Treatment Program (ITP) is a 10-bed secure treatment and education program for youth with developmental disabilities, many of whom have concurrent mental health challenges. All of the youth have committed a non-Measure 11 crime and pled “guilty but for reason of their disability.” They are placed with Albertina Kerr under the supervision of the Juvenile Psychiatric Services Review Board.

The program is the only one of its kind in Oregon. Youth receive education, therapy, skills training and placement services. The goal is for every child to develop the stability and skills to successfully live in the community.
